The victim was standing on the corner of Kansas and 22nd when she was approached by a 2 door dark car. The passenger of the car got out of the car and started talking to the victim. Without warning, the the passenger grabbed the victim around the neck and held a sharp object, possibly a knife to the victim’s throat. The passenger then told the victim to leave her purse and to leave. Fearing for her life, the victim dropped her purse and ran off as soon as the passenger let her go.

The driver is a Hispanic male, 20 years old, 5’10” and a slim build. He had a mustache and was wearing a black beanie cap. The passenger was a Hispanic male, 20 years old, 5’10”, 220 pounds. He was wearing a black baseball cap with “SF” in white writing on the front. And a black jacket with “415 Frisco,” another name for the San Francisco branch of the Hell’s Angels, on the back.

Sunday, June 4, 2006 12:30 AM, Kansas and 22nd, Robbery (case # 060589981)

The victim was sitting with a friend in her car on the 1400 block of Kansas; the victim had his door partially propped open. All of a sudden the suspect opened the door completely and pointed a semi-automatic pistol at the victim. The suspect then demanded the victim’s money. The victim was so paralyzed with fear that he just sat there and did not respond. The suspect then went into the victim’s pockets and backpack and took his cell phone and wallet. The victim noted that there was a second suspect that was standing by, possible as a look out. The suspects then ran off east bound on 26th.

The suspect with the gun was described as an African American male in his late teens, 5’8” and 135 pounds. He was wearing a brown zip up hooded jacket, blue green knee length shorts and blue shoes. The other suspect was also an African American male in his late teens, 5’10” 150 pounds.

Thursday, June 1, 2006, 11:30 PM, 1400 block of Kansas, Robbery with firearm (case # 060582286)

The victim told responding officers that he was driving on Cesar Chavez with his window down when he suddenly felt something hit his left eye. Officers noted that the inside of the victim’s car was coated with pink paint. The victim’s left eye was swollen shut and he could not drive.

Wednesday, May 31, 2006, 6:30 PM, Cesar Chavez and Pennsylvania, Assault with Paint Ball Gun (case # 060577629)

A call was to the police that a group of people were fighting in the area of 25th and Connecticut Streets. The caller stated that someone in the crowd claimed to have a gun. Plainclothes Officers Ellis and Kirchner were first on scene and were walking in the area. They spotted the group of people and walked towards them. The group saw the officers and acknowledged the officer’s presence. One male grabbed his waistband and took a few steps away from the approaching Officers.

The suspect began to walk away. Based on the information that the officers received and the actions of this person, it was reasonable to believe that this person had a gun. Officer Ellis ordered the male to stop. The male quickened his pace. Officer Ellis ran towards the male. The male now began to run. Officer Kirchner joined the chase.

The male slowed his pace and turned towards Officer Ellis and fired one shot towards him. Officer Ellis crouched down. Officer Ellis attempted to return fire but he saw an innocent bystander in the field of fire and did not shoot, fearing he might strike her.

The suspect continued to run with the Officers following. The suspect ran around the corner of a building. When Officer Ellis made the corner, a citizen told him that the suspect threw the gun in the grass. Officer Kirchner found the gun. The suspect was lost in the area of Dakota and 25th Streets.

A perimeter was established with the units that arrived on scene in an attempt to apprehend the suspect. Unfortunately he eluded capture. The gun was recovered. It was found to be a .38 caliber Colt with the serial number scratched off. The gun as well as a hat the suspect was wearing is being analyzed for forensic evidence.

Officers Ellis and Kirchner were not injured in the incident.

The suspect is described as a black male between 18-25 years old approximately 5’9” and 160 lbs. His hair was medium length twists and was wearing a black hooded sweatshirt and a white t-shirt.

Sunday, May 28, 2006, 6:34PM, 1800 Block of 25th Street – Attempted Homicide of a Police Officer with a Firearm – CS# 060 566 456

Officers Gala, Keeve and Obot were patrolling Potrero Hill when they noticed that a man was walking in the traffic lane, in danger of being hit by a car. Traffic had been passing around the man, but as it was getting dark, and on coming traffic would not be able to see him in the road. The officers stopped to tell the man to move to the sidewalk, but the man responded with a stream of profanity and continued to walk in the traffic lane. Several requests and then commands to move to the sidewalk were met with more profanity, the officers stopped and approached the man. Officer Gala stood in front of the man and told him to stop, but the man pushed Officer Gala’s hand aside and then punched the officer with his right fist. The man then grabbed Officer Gala’s legs and hoisted him into the air, slamming him down the curb on his lower back. It should be noted that the suspect was 6’ tall and weighed 275 pounds, over 100 pounds more than the officer. The three officers then struggled with the suspect, attempting to control him. Other officers, particularly Officer Wolf of Mission Station arrived to aid the officers who were then able to control the suspect.

After the officers had placed the suspect in handcuffs, a 270 pound woman tried to interfere with the arrest. Officer Wolf told her to stay back, but she tried to grab at the now cuffed suspect. Because she would not stay back and continued to interfere with the arrest, Officer Wolf attempted to arrest her and place her in handcuffs. The woman started screaming profanities and continued to resist arrest. Officer Primiano arrived on scene and the two officers were finally able to control the woman. As the woman was being walked to a patrol car, she started twisting and trying to break free. Officer Keeve assisted getting her into the car.

The man was booked on battery and assault charges on the officers at county jail. The woman was cited for obstruction and interfering with an officer’s duties and released from Bayview Station.

Thursday, May 25, 2006, 8:15 PM, 23rd and Wisconsin, Assault on an officer/resisting arrest (case # 060556510)

A Potrero Hill resident was sitting in her living room when she saw a man on her roof looking through her yard. She called a neighbor. The neighbor went outside and yelled to the suspect telling him to come out. The suspect told the neighbor that he lived there. The neighbor, knowing this not to be true, called 911.

Plainclothes officers were the first on scene. Officer Alcaraz went into the back yard. He spotted the suspect who began to run away. Officer Alcaraz gave case that led through several back yards. Officer DeJesus intercepted the suspect. In the process of the suspect’s attempt to escape capture he also damaged a neighbor’s garden.

The man who also had methamphetamine and cocaine on his person, was booked. It should be noted that the suspect had been arrested no less then ten times for burglary and theft charges. Analysis has shown that a narcotics addict will steal approximately 150-200 thousand dollars of merchandise a year to support his habit. There should be no question that this arrest prevented a burglary or worse crime.

Sunday, May 7, 2006 – Attempted Burglary, Narcotics Offenses – 600 Block of Carolina Street – CS# 060 486 478

Bayview Station Officers responded to the Potrero Hill Housing complex on a report of numerous people running around the area with guns. When Officers Reyes and Haynes arrived they were flagged down by a young woman who told them that she was just carjacked. Two young men approached her, pointed a gun at her and demanded that she get out of the car. The woman was not able to give a description of the suspects.

Sunday, May 7, 2006 8:05 PM, Carjacking with a Gun – Potrero Hill Housing – CS# 060 486 729

On May 4, 2006 at 2:00 AM Officers Rodriguez and Correa were patrolling in the area of 25th and Pennsylvania when they saw a white Nissan 300ZX parked on the West Side of Pennsylvania. Remembering that a white 300ZX had attempted to run Officer Scott over earlier, the officers ran the plate and found that it was the same car. There was an African American male standing near the car that matched the suspect’s description. The officers approached the man and detained him. They then identified him as the driver of the Nissan that attempted to run over Officer Scott earlier in the evening. The suspect was transported to Bayview Station where he was booked on Assault on a police officer and reckless driving charges.

The victim was walking on 20th and Connecticut when the suspect walked up to her and grabbed her purse and a dress that she was holding in her hand. When the victim did not let go immediately, the suspect punched her twice in the face, cutting her lip in the process. The suspect then grabbed the purse and the dress and fled towards the housing projects on the backside of Potrero Hill.

The suspect is described as African American male, early 20’s, 5’10”, 160 pounds wearing a black cap, jacket and pants.

Tuesday, May 2, 2006, 10:00 PM, 20th and Connecticut, Purse Snatch (Case # 060469460)

Bayview Station Housing officers responded to the 700 block of Missouri and found the victim shot in the upper back. The victim, who was still conscious although in pain, identified the shooter as another resident of the 700 block of Missouri. The victim was taken to SFGH for treatment.

Note, this was the fourth day in a row that firearms had been discharged on the south side of Potrero Hill resulting in two people being shot.
