Bayview Homeless Coordinating Officer Lavin received a complaint from the Port Authority that a contractor had been illegally dumping trash at a dead end on 23rd St. Officer Lavin sifted through the debris pile and noticed some paperwork referring to an address on Monterrey Blvd. Officer Lavin contacted the owner/contractor of the address. The man admitted that the trash was from his house. However, he claimed that he had paid two men to dump the trash and had no idea that they did so illegally. Officer Lavin has dealt with this individual three times in the past for the same type of violation. He is a Bayview resident. The case was forwarded to the Department of Public Works and the City Attorney.
